How to Get an Argentine SIM and Mobile Number as a Foreigner

Registration is mandatory, not an optional app step

The updated ENACOM framework requires active mobile lines — prepaid, postpaid or mixed — to be associated with a validated holder. An unregistered line may be blocked except for provider support and emergency services.

For a foreign resident with Argentine DNI, the operator uses the standard DNI validation. For other foreigners, Article 8 says the provider must request a valid passport or travel document. The person declares the stay period, after which the line must be disabled unless the registration and new period are ratified.

Use a visitor-specific route when you do not have DNI

Automated activation by web or the *234# flow may ask for an Argentine DNI number, sex marker and DNI transaction number. That does not cancel the passport route in the national rule; it means the selected channel is not the right one for this applicant.

Current provider examples show the practical distinction. Physical SIM and eSIM can have different eligibility

Do not assume that a provider offering passport activation for a physical tourist SIM offers the same eSIM onboarding. Claro’s current prepaid-eSIM help page, for example, requires residence in Argentina and Argentine DNI for that digital flow.

Before choosing eSIM, confirm device compatibility, whether the phone is carrier-unlocked, the identity document accepted by that exact flow, how the QR is delivered and whether the line can be recovered from abroad or after changing devices.

A dependable activation sequence

1. Check the phone: confirm it is unlocked, supports Argentine network bands and, for eSIM, supports the provider’s current implementation.
2. Choose an official route: use the named tourist page or a provider store rather than an informal activation under another person’s identity.
3. Bring the current document: valid passport or travel document without Argentine DNI; current Argentine DNI if resident.
4. State the stay accurately: the operator records the declared period for a foreigner without DNI.
5. Test all functions: incoming and outgoing call, SMS, mobile data, account access and a small recharge.
6. Secure recovery: set a SIM PIN, store provider credentials safely and verify the line is registered in your own name.

Why ownership of the number matters beyond connectivity

A local number may become the recovery channel for banking, wallets, messaging and property-service contacts. A line registered to a kiosk worker, friend or unknown third party creates a weak identity and recovery chain.

Keep a second recovery method wherever possible. ENACOM rules require stronger identity validation for SIM replacement, and provider practice can make recovery difficult when the holder, document and user do not match.

What the line does not establish

An Argentine mobile number does not grant residence, DNI, CDI, CUIL, CUIT, a bank account or eligibility for a property transaction. It is one operational layer. Keep the mobile registration separate from immigration, tax identification and financial onboarding.
