Buenos Aires province, Córdoba, Mendoza and Neuquén offer different starting points, but there is no single winner for living or buying. This guide compares provincial crime records on one basis, explains what the available housing data measures, and turns local services and costs into a shortlist checklist. It does not rank cities by safety, promise appreciation or establish a current cost-of-living league table. Buenos Aires below means the province, excluding the autonomous city of Buenos Aires (CABA).
Choose the local question before choosing the property
Use these four existing province guides as starting points. Each contains city options, source dates and a deeper property checklist; the province name alone does not resolve a daily journey or a home’s market.
- Buenos Aires province: start with La Plata or Tandil when those locations fit your plans. UNLP’s faculty directory gives specific La Plata and Ensenada addresses: map the actual faculty, not just the university name. UNLP directory.
- Córdoba province: compare Córdoba city, Villa Carlos Paz and Alta Gracia through your recurring destinations. The IDECOR rental study covers named agglomerations, including the capital and Villa Carlos Paz; it is not a price panel for every provincial town. IDECOR report introduction.
- Mendoza province: compare Mendoza city, Luján de Cuyo and Maipú, then investigate the wider province separately. Irrigación distinguishes the northern, central/Valle de Uco and southern oases. That geography is useful context, not proof of water service or an entitlement at a property. Oasis geography.
- Neuquén province: establish your actual destination before comparing homes. UNCo lists Neuquén capital, San Martín de los Andes and Zapala, while separately identifying locations in Río Negro. A university spanning provinces does not put every course in Neuquén city. UNCo locations.
These are reasons to investigate a place, not evidence of available jobs, school places, rental demand or guaranteed access to care. Confirm the specific institution and address before spending on viewings.
Safety: compare one dataset, one geography and one period
The SNIC provincial series records offences reported through police and other official reporting systems. The table uses province codes 06, 14, 50 and 58 and calendar years 2024 and 2025 from the original CSV checked October 8, 2026. Homicide rates use victims; robbery and theft rates use recorded events. Each rate is per 100,000 inhabitants, as published by SNIC. Original CSV · Field definitions.
| Province | Homicide victims 2025 | Homicide victim rate 2024 | Homicide victim rate 2025 | Robbery event rate 2025 | Theft event rate 2025 |
|---|---|---|---|---|---|
| Buenos Aires | 775 | 4.70 | 4.44 | 592.9 | 432.4 |
| Córdoba | 96 | 2.96 | 2.43 | 1262.9 | 917.9 |
| Mendoza | 65 | 3.48 | 3.18 | 1317.6 | 910.2 |
| Neuquén | 40 | 4.30 | 5.69 | 950.9 | 572.8 |
“Robbery” here is SNIC code 15, excluding offences aggravated by resulting injury or death; theft is code 19. The table is not the total of all crime. Homicide-victim rates fell in three of these provinces and rose in Neuquén between the two years shown. That is a change in the recorded series, not proof that every resident’s exposure changed by the same amount.
Province totals conceal differences between municipalities, neighbourhoods and routines. Reporting, recording and revisions also matter; these are not victimisation-survey estimates or probabilities for an individual. The linked manual describes data through 2024 while the current CSV includes 2025: this guide uses the published rate fields and does not claim to have independently verified a new population-estimation method for 2025.
Before choosing a home, examine the actual route to work or school, evening access, building security and locally available records with matching definitions. Do not transfer a provincial rate to a particular street or call one city “the safest” from this table.
Housing evidence is useful only when its type stays attached
| Province | Evidence available here | What it cannot establish |
|---|---|---|
| Buenos Aires | Provincial monthly purchase-deed counts through December 2025 | A dwelling’s price, rent, appreciation or unique-home turnover. |
| Córdoba | IDECOR 2026 rental models for named urban study areas | An agreed lease, individual valuation or every locality’s market. |
| Mendoza | InmoUP advertised rents, January and August 2026 | Closed rents, the same properties over time or net owner income. |
| Neuquén | Named municipal building-permit panel, 2025 observations in INDEC’s April 2026 issue | A provincial total, completed homes, sales or price growth. |
InmoUP is a commercial property portal; its observatory describes its advertising sample, not verified coverage of all provincial homes or transactions. For example, it reports mean monthly advertised rent for one-bedroom apartments in Mendoza of ARS 484,157 in January and ARS 545,977 in August 2026, with 413 and 573 advertisements respectively. The published increase is 12.8% in nominal pesos. It is not an inflation-adjusted change or evidence that the same lease rose by that amount. Table 2.1 and methodology.
Keep geography, property type, floor area, condition, currency and date on every comparable. A deed count, model prediction and portal average cannot be placed on one scale and called the cheapest province. The guide does not contain a verified comparable series of achieved purchase prices across all four provinces.
Compare the household budget, then the owner’s budget
Request the same budget categories in each shortlisted locality: rent or purchase funding, building charges, utilities, transport, healthcare and insurance, education, connectivity and the activities you want to attend. Date each quote and preserve its currency. If you convert peso expenses and dollar purchase costs, record the exchange rate and date rather than hiding a conversion in a headline.
For a rental investment, ask for achievable rent and local evidence on vacancy, repairs, management, owner charges and exit costs. For a home to live in, test whether a lower housing quote increases essential journeys or service costs. No matched household basket, achieved-rent series or net yield was verified across the four provinces, so this page supplies no percentage-cheaper claim.
Useful value-growth questions are specific: does the property have evidenced demand for its intended use, permitted alterations, reliable services and credible nearby resale comparisons? Treat an employer, university or infrastructure announcement as a lead to investigate. Institutional presence or a planned project alone does not establish appreciation or a return.
Infrastructure and everyday life need address-level checks
- Work and study: confirm the actual workplace or teaching venue and timetable. Test the journey from the homes you can afford.
- Healthcare and schools: identify the service your household needs, admission or coverage conditions, appointment availability and the next level of care. A directory does not guarantee a place or a particular specialty.
- Internet and utilities: ask for the exact home’s current connections, recent service bills and a connection test. A provider’s city-level coverage map is insufficient for a remote-work commitment.
- Culture and community: choose recurring classes, clubs, libraries or cultural activities that you would use in an ordinary month. Confirm dates, location and cost; a festival announcement is not a year-round lifestyle measure.
- Water, hazards and permitted use: for land or a proposed alteration, obtain parcel-specific records, service and water-right information, local hazard layers and planning answers. Mendoza’s oasis map illustrates why regional context and parcel evidence must remain separate.
The local hubs linked above develop these questions with their own source dates. This comparison has no verified province-wide measure of commuting time, school vacancies, healthcare capacity or address-level connection reliability.
Match your profile to the local evidence
| Your starting condition | Places to investigate | Reason to reconsider or obtain more evidence |
|---|---|---|
| Your weekly destination is a specific UNLP faculty | La Plata or Ensenada around the actual address in the UNLP directory; compare the La Plata hub. | A home that fails the required journey is not rescued by a province-wide deed count. Faculty presence does not confirm admission or housing demand. |
| You want rental-model context for a Córdoba shortlist | Córdoba’s named study agglomeration or Villa Carlos Paz, with IDECOR’s coverage. Compare the city hubs before treating the model as a home budget. | Alta Gracia is not named in that urban study-area list. Do not assign it the capital’s modeled rent; obtain local quotes and matched property evidence. |
| Water is essential to a Mendoza land or housing project | Investigate the north, centre/Valle de Uco or south with Irrigación’s oasis geography and the province guide. | A regional oasis label cannot clear an unresolved parcel supply, water entitlement or intended use. Obtain those answers before pricing the project. |
| Your study plan depends on a UNCo course | Neuquén capital, San Martín de los Andes or Zapala only if the course’s actual location fits; use the Neuquén guide to extend the locality check. | A programme located in Río Negro or an unworkable daily journey changes the shortlist. Do not assume all teaching is in the capital. |
| You are testing a rental-investment budget in Mendoza | Use the dated portal asking-rent example to frame questions, then compare local homes of the same type. | Different advertisements and nominal rent changes do not establish achievable net income. Stop relying on the example when vacancy, costs or matched leases remain unsupported. |
| Your purchase case relies on construction or transaction growth | Read the Buenos Aires deed and Neuquén permit evidence as activity indicators, with their local hubs and original periods. | Neither supplies a purchase-price appreciation series. A case that needs that conclusion still requires matched sale evidence. |
These conditional starts reflect the sources above, not a ranking. For school, healthcare, work and cultural commitments, continue into the specific city or regional hub and retain its source dates. The household’s actual venues and availability can outweigh a favourable provincial statistic.
A shortlist you can act on
- Define the non-negotiables: lawful residence and work route, income, care, school, language and recurring destinations. Use the residency and settlement guide for the national immigration checks.
- Choose two or three localities: follow the province and city hubs and write down the concrete reason each remains a candidate.
- Compare similar homes: retain price type, date, currency, area, condition and services; request achieved local comparables separately from advertisements.
- Test an ordinary week: travel the essential routes, check connectivity and confirm care, school and community arrangements.
- Resolve purchase conditions: use the buyer due-diligence checklist and qualified local advisers for the specific title, use, costs and technical conditions.
Remove a candidate when an essential condition fails, even if another indicator looks attractive. If you move on to rural property, the Campo search helps build a shortlist; a listing remains a lead for verification, not proof of suitability.
Frequently asked questions
Which of these provinces is the safest place to live?
The provincial crime table does not establish a safest city or neighbourhood. It compares registered offences with consistent years and definitions; choosing a home requires local evidence and the household’s actual routines.
Does Buenos Aires in this comparison include CABA?
No. Buenos Aires means province code 06. The autonomous city of Buenos Aires is a separate jurisdiction and is excluded from these provincial observations.
Can I compare Córdoba’s rental model directly with Mendoza’s advertised rents?
No. The measures have different methods, units, periods and property mixes. Use them to identify further questions, then collect matched local evidence for the same kind of home.
Do more deeds or construction permits prove property appreciation?
No. They measure recorded transaction activity or permitted construction, not the same property’s value over time. Appreciation and net returns require separate price, income and cost evidence.
